By bus:

Fenchurch Street, Cannon Street, Liverpool Street, London Bridge and Moorgate stations are all within walking distance.
During daylight hours there is a taxi rank outside Fenchurch Street station. For evening functions, taxis are generally available for hire on the street but you may wish to make your own arrangements prior to travel.  
Car Parking:
No car parking is available at the Hall itself.  Parking bays are located in Mark Lane and Eastcheap, with free parking after 7.00pm.  Between 8am-7pm, (Mon-Fri) standard parking charges are £1 per 15 minutes for a maximum four hour stay.  The closest public car park is The Minories, Shorter Street.
